Water Rights Demand Analysis Methodology Datasets

The following datasets are used for the Water Rights Demand Analysis project and are formatted to be used in the calculations. The State Water Resources Control Board Division of Water Rights (Division) has developed a methodology to standardize and improve the accuracy of water diversion and use data that is used to determine water availability and inform water management and regulatory decisions. The Water Rights Demand Data Analysis Methodology (Methodology https://www.waterboards.ca.gov/drought/drought_tools_methods/demandanalysis.html ) is a series of data pre-processing steps, R Scripts, and data processing modules that identify and help address data quality issues related to both the self-reported water diversion and use data from water right holders or their agents and the Division of Water Rights electronic water rights data.

Demand Analysis POD (Detail List)

THIS LIST IS NOT AUTHORITATIVE. IT WAS DERIVED AND FORMATTED SPECIFICALLY FOR USE IN THE DEMAND ANALYSIS PROJECT. For the Authoritative version please navigate to: https://data.ca.gov/dataset/california-water-rights-points-of-diversion/. This list includes detail information about every Point of Diversion water rights record in the State Water Resources Control Board's "Electronic Water Rights Information Management System" (EWRIMS) database. A Point of Diversion is the geographic area from which water is diverted using infrastructure (works) and put to beneficial use. Examples of works include water storage dams, diversion dams, dugouts, and pump sites along a surface water source. Each row correspond with a unique Point of Diversion ID and its associated data. The list include basic summary information about the Water Right record, such as the type and status, the location of the Points of Diversion, the amount of water allowed (Face Value), and summary data associated with the electronic Water Right record. This file is in flat file format and may not include all information associated to a water right such all uses and seasons or the amounts reported used for every month. That information may be available in the associated flat files for each category.

This list includes detail information for water rights beneficial uses and seasons as stored in the State Water Resources Control Board's "Electronic Water Rights Information Management System" (EWRIMS) database. Water rights contains conditions such as; the season (including a beginning date and an ending date) during which diversion of water may occur; the amount of water that may be diverted; the purpose for which the water can be beneficially used; and the amount of water allowed (Face Value).

Demand Analysis Water Use

THIS LIST IS NOT AUTHORITATIVE. IT WAS DERIVED AND FORMATTED SPECIFICALLY FOR USE IN THE DEMAND ANALYSIS PROJECT. For the Authoritative Version please navigate to: https://data.ca.gov/dataset/california-water-rights-water-use-reported. This list includes detail information for WATER USE as reported annually under each water right as stored in the State Water Resources Control Board's "Electronic Water Rights Information Management System" (EWRIMS) database. All water right holders are required to submit an online report of water diversion and use detailing their monthly water diversion, storage and use (even if no water was diverted or used during the period). The information is required pursuant to Title 23, Sections 847 and 925, of the California Code of Regulations. The annual report contains information about the water diversion and use. Each row correspond with a unique annual report-water right id, month and diversion type combination and its associated data.

Additional information

Data Methodology: The data is maintained in the eWRIMS database by authorized staff in the Division of Water Rights and is an electronic representation of the actual legal water right documents. Some of the data records may not be complete or up to date. Some of the data is directly reported by the Water Right holders and may have not been reviewed or verified for accuracy and completeness (QAQC).

Geographic coverage location

State of California. The data can be filtered by spatial references such as Latitude and Longitude, County, Hydrologic Units (HUC), etc.
