Nonprofits throughout the State work independently through their local chapters and/or affiliates to provide disaster training and resources to diverse populations disproportionately impacted by emergencies. This work is intended to increase their communities’ disaster preparedness, response, recovery, and mitigation capabilities.

Listos California Statewide Grant (LS) Program

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. For further information and requirements, please refer to the Notice of Funds Available FY24-25 webpage, particularly the Application Guidelines and Instructions and Procedures and Requirements resource documents. The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution. The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.

Farm and Ranch Solid Waste Cleanup and Abatement Grant FR86

This is a competitive grant solicitation. The California Energy Commission’s (CEC’s) Clean Transportation Program announces the availability of up to $10,000,000 in grant funds for projects that will install light-duty electric vehicle (EV) charging infrastructure in rural communities. The purpose of the Rural Electric Vehicle Charging 2.0 (REV 2.0) Solicitation is to:     ·                Provide convenient, reliable charging for rural residents and people traveling through rural communities.  ·                Increase EV adoption in rural areas, especially in low-income or disadvantaged communities.  ·                Demonstrate replicable and scalable business and technology models that can drive EV charging stations to serve rural EV drivers.

GFO-24-608 – Rural Electric Vehicle Charging 2.0 (REV 2.0)

The contract awarded pursuant to this Request for Proposal (RFP) is to support advocacy, training and education, and outreach and engagement for K-12 students to increase knowledge and awareness of behavioral health needs, improve access to evidence-based practices, and provide opportunities for advocacy at the local and state levels on behalf of K-12 Student Populations in California. For purposes of this RFP, the “K-12 Student Population” is that which includes K-12 students – students who are enrolled in grades Transitional Kindergarten through 12th grade in the California school system. As used herein, the term “population” refers to K-12 students.     In the 2022-23 school year, California enrolled about 5.8 million K-12 students in public schools of which about 61.5% of students were considered to be Socioeconomically Disadvantaged, 10% were considered to live in rural areas of the state (Small School Districts’ Association & Thrive), 3.2% were Homeless Youth, and 0.5% were Foster Youth (CA Department of Education). Especially following the COVID-19 Pandemic, California’s K-12 students face significant behavioral and mental health challenges with 1 in 3 high schoolers reporting that they feel chronically sad or hopeless, and 1 in 5 reporting that they’ve seriously considered suicide in the past year (Every Young Heart and Mind: Schools as Centers of Wellness report). In response, there has been legislation passed at the state and federal levels that have increased funding for behavioral and mental health care for K-12 students – notably, care for the population has become increasingly centralized in school environments with the intention of reaching the largest share of this population. While there has been an increase in preventative and direct behavioral and mental health services for K-12 students, access continues to be lower among underserved communities such as those in low-income households (American Academy of Pediatrics) and rural areas of the state (Small School Districts’ Association & Thrive.) During a recent youth convening held by the Commission, youth in attendance attributed such disparities to cost, proximity to services, and lack of support from their caregivers. Additionally, youth voiced that they often feel disconnected from the decision-makers who make policies that impact K-12 students.  Statewide and local advocacy is critical for most accurately representing the behavioral health needs of K-12 students, and youth throughout the state have expressed their desire to directly contribute to such advocacy. While in recent years there has been an emergence of many local level youth advocacy efforts throughout California, unifying and elevating local youth voices on a state level continues to be a challenge. Providing K-12 students with training and education and building capacity for youth advocacy at the local and state levels are key for improving overall access for different communities and investing in community-defined evidence-based practices and policies.   

Kindergarten – 12th Grade Student Advocacy

CDFA's Farm to Community Food Hubs Program has up to $13.75 million available to award in competitive grants for organizations developing and expanding community food hubs in California. The program will prioritize funding the creation of new community food hubs. Up to ten percent of the funding will be set aside for California Native American Tribes and Tribal-led nonprofit organizations.  A community food hub is an organization or business that serves as a supply chain intermediary by purchasing food products from and providing aggregation, distribution, and/or marketing services for multiple local or regional California food producers, especially those using sustainable or climate-smart agricultural practices and following state labor practices. The community food hub provides these services to strengthen the ability of its California food producer communities to reach sales markets with wholesale, retail, and/or institutional buyers and identifies the source (e.g. location where food was produced) of 100% of the food products sold.  This competitive grant program will fund community food hub projects that:  (1) Serve California food producers, such as farmers, ranchers, seafood harvesters, and California Native American Tribes, Tribal members, or Native American people using Indigenous food production practices  (2) Prioritize serving California food producers that that represent at least one of the following: operate on 500 acres or less; are cooperatively owned; are using sustainable, climate smart, or regenerative agriculture practices or production systems; socially disadvantaged food producer; veteran food producer; beginning food producer; limited resource food producer; disabled food producer  (3) Prioritize distributing California food to public institutions and nonprofit organizations, with an emphasis on public schools, food banks, and other food distribution nonprofit organizations serving low-income communities in the region.  (4) Cultivate financial sustainability via strategies that help cover long-term costs  Funding Tracks  Track 1 Planning has an award amount of $50,000 - $250,000 and will fund community food hub planning activities for new and existing community food hubs for up to 24 months. Track 2 Infrastructure and Operations has an award amount of $350,000 - $2,000,000 and will fund infrastructure and operational costs for new and existing community food hub operations for 60 months. There is no matching requirement.   Grant funds cannot be used for donations of any kind, including food.

Farm to Community Food Hubs Grant Program

Projects must address high-priority preparedness gaps, and contribute to the state agency’s capability to prevent, protect, mitigate against, respond to, or recover from acts of terrorism.

FY 2023 Homeland Security Grant Program (HSGP) For California State Agencies

The Behavioral Health Services Oversight and Accountability Commission (BHSOAC or Commission), also known as the Commission for Behavioral Health (CBH), is awarding grants to local Community Based Organizations (CBO) that meet the behavioral health needs of birthing people and children aged 0-5/Maternal Behavioral Health population. The term Population used herein is inclusive of birthing people, children aged 0-5 and their parents and caregivers.    Awardees will be responsible for providing support services to this population and connecting them to other available services through a partnership approach. Awardees will enhance available systems of care for birthing people and children aged 0-5. The CBOs will be required to partner with various other CBOs and organizations to enhance the local system of care with the goal of reducing out-of-home placement, improving educational outcomes, identifying developmental delays, and behavioral health risks. This approach offers a wide range of opportunities informed by organizations who understand the nuanced needs of their specific communities and incentivizes the formation of partnerships with local child and birthing people serving agencies to implement a multi-faceted approach to supporting this population. The Applicant will be the lead and is responsible for initiating and developing the partnerships as required in this RFA as well as entering into subcontract agreements and/or Memorandums of Understanding with the partner organizations.  Six (6) grants are available as follows:  Small County – 2 Grants – $2,000,000 eachMedium County – 2 Grants – $3,000,000 eachLarge County – 2 Grants – $4,000,000 each  Allowable Costs  Grant funds must be used as proposed in the application and subsequent grant agreement approved by the Commission.  1)       Allowable costs include:  a)       Personnel costs.  b)       Program costs including, but not limited to, services, training, technology, data collection, capital outlay, and supplies and goods that pertain to providing services under this grant.  c)        Administration costs, limited to 15% of the total grant.  d)       All costs must be directly related to supporting the proposed program as outlined in the application.  2)        Grant funds may be used to supplement, but not supplant, existing financial and resource commitments of the applicant for their proposed program unit.  3)       Grant funds cannot be used for or transferred to any other purposes other than the stated purpose of the grant.  4)       All expenditures may only be used to support the proposed program funded by the grant.

Request for Application (RFA) for 0-5/Maternal Behavioral Health Initiative

These projects and tribal leadership in advancing nature-based solutions is essential for the integration of tribal expertise and Traditional Ecological Knowledge into reaching the goal of conserving 30% of California’s lands and coastal waters by 2030 and working with our lands to address the climate and biodiversity crisis.

Tribal Nature-Based Solutions with Tribal Wildfire Resilience

Type of funding: Grant  Estimated total funding: $13,000,000 (July 2025 - June 2027)  Award amount:  Recruitment  - $100,000 - $500,000  This category of funding is designed to bolster outreach to women, non-binary individuals, and underrepresented populations interested in careers in the building/construction industry.Childcare - $200,000 - $1,500,000  Pre-apprenticeship: $5,000 per eligible apprentice in a registered pre-apprenticeship program, orApprenticeship: $10,000 per eligible apprentice in a registered apprenticeship programProposals under this category of funding must identify how many eligible participants the grant will support. Applicants for childcare funding MUST also apply for Recruitment funding and provide recruitment/outreach services as outlined in the Recruitment category.   Worksite Culture - $100,000 - $500,000  This is a new category of funding focused on improving the worksite culture surrounding construction trades apprenticeships. The focus is both on mentoring, community building and mental health supports for apprentices, along with training for both apprentices and also journey workers, contractors and managers on a worksite to improve the culture of the worksite. The GCA Program supports the planning, acquisition, development, maintenance, administration, operation, enforcement, restoration, and conservation of trails, trailheads, areas, and other facilities associated with the use of Off-Highway Motor Vehicles, and programs involving Off-Highway Motor Vehicle safety and/or education.

Grants and Cooperative Agreements Program (GCA)- G25

The HOME Program is a federal formula grant program that provides annual allocations to states to increase and preserve the supply of decent, safe, and sanitary affordable housing specifically for serving low-income [at or below 80 percent (80%) of Area Median Income (AMI)] and very low-income [at or below 50 percent (50%) of AMI] households.  With this funding, the Department will award HOME funds to eligible non-Tribal applicants on a competitive basis, and to Tribal applicants on an over-the-counter basis, in the form of loans/grants to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance.

The purpose of this solicitation is to fund applied research and development projects that support California’s transition to an equitable, zero-carbon energy system that is climate resilient and meets environmental goals. Funded projects must successfully accomplish one of the following innovations:  ·       Development of participant-informed, easy-to-use tools on the Cal-Adapt Data Explorer, which is a web application that makes high-resolution climate projections and quality-controlled historical weather data publicly available to inform electricity sector resilience;  ·       Development of an open-access wildfire planning tool to transform extensive data products portraying long-term wildfire risk into insights that can support energy-sector wildfire mitigation and adaptation planning needs; or  ·       Integration of a dynamic weather-wildfire risk model into an open platform for better near-term fire forecasting that reflects recent findings related to fire behavior in changing fuel and climate conditions. This platform will be designed to support situational awareness and smarter risk mitigation by electric utilities and others.  The importance of factoring climate change into electricity system and community planning efforts is becoming more apparent each year, with increased frequency and intensity of extreme temperatures, wildfire, atmospheric rivers, and other climate impacts that can disrupt service, damage infrastructure, and exacerbate challenges in managing peak demand. Improving California’s energy resilience to climate change requires integration of the best available climate data into open, publicly available, user-friendly visualization and modeling tools that interested participants can rely on to understand and prepare for risks to their assets, service areas, and communities. Projects funded by this solicitation will deliver open-source, best available climate and wildfire tools that support resilience planning and outreach by California investor-owned utilities (IOUs) and other energy sector participants, building on prior EPIC efforts. GFO-24-306 – Applications of Open Data to Support Climate Resilience in California’s Electricity Sector

Eligible business development projects include facilities, operations, and professional services that support the restoration of healthy, resilient forests. Eligible workforce development projects include universities, colleges, government and community organizations, and businesses that aim to increase workforce capacity in the fields of logging, fuels treatment, transportation, manufacturing, or other support services that bolster the development of a resilient forest sector workforce. Research and development projects related to both business and workforce development will also be considered. Tribal Wildfire Resilience Grant Solicitation 2025

The purpose of this solicitation is to fund the establishment of a battery pilot manufacturing line capable of manufacturing and testing a variety of emerging lithium-ion based technologies. This solicitation supports the approved Electric Program Investment Charge 2021–2025 (EPIC 4) Investment Plan’s strategic objective to enable successful clean energy entrepreneurship across California. This solicitation’s research topics fall under the EPIC 4 Scaling Clean Energy Technology Initiative.  Lithium-ion batteries are a critical component of the clean energy transition – supporting transportation electrification, renewables integration, and load management. California is expected to need 52 GW of storage by 2045 to support a 100-percent clean energy grid, and lithium-ion batteries are expected to play a large role in meeting this need. Additionally, California currently has more than 1 million electric vehicles (EVs) registered and expects more than 15 million EVs on the road by 2035; these vehicles will largely be powered by lithium-ion batteries.  Alongside this growing demand for lithium-ion batteries, there exists room for improvement and continued evolution of the technology. California has seen significant growth in the development of innovative battery technologies addressing critical areas such as safety, cost, performance, supply chain security, and end-of-life management. While these innovations show great promise in improving the overall value proposition of lithium-ion batteries, scaling their deployment and incorporation into end-use applications, particularly domestically, has been challenging.  Battery innovations often take place at the component level (i.e., anode, cathode, electrolyte, or separator). However, customers, such as large battery manufacturers or EV manufacturers, seek fully formed battery cells. This disconnect creates a challenge for companies developing battery innovations: they must either invest in internal manufacturing capacity – which is capital and time-intensive – or seek out limited capacity third-party manufacturing services, which are currently scarce in California. As a result, inefficient investments are undertaken, leading to slower time to market and hindering commercialization and scaling of new battery technologies.  The purpose of this solicitation is to establish a Battery Pilot Manufacturing Line that will provide full-service battery cell fabrication and testing services for battery innovators in California. This pilot line will be a shared-use facility allowing battery innovators to leverage the pilot line’s manufacturing capacity and on-site staff in order to transform their innovative components into fully-formed battery cells.​ Battery companies may provide the battery cells to potential customers for evaluation or use them to support their ongoing technology development. The goals of the pilot line are to support rapid prototyping, de-risk new battery technologies, accelerate commercialization and customer adoption of new battery technology, and provide these services in California.   

GFO-24-304 – California Battery Pilot Manufacturing Line

The Behavioral Health Services Oversight and Accountability Commission seeks experienced contractors to support immigrant and refugee populations in California. The contracts aim to increase awareness of behavioral health needs, improve culturally appropriate services, and enhance advocacy at state and local levels.  California hosts about 10.4 million immigrants, representing 23% of the nation's foreign-born population. The state also resettles refugees, with a current annual ceiling of 125,000.  Immigrants and refugees face challenges accessing culturally responsive behavioral health services due to language barriers, complex processes, cultural stigma, and lack of provider cultural responsiveness.  The Commission proposes to award contracts to seven Local Organizations and one Statewide Organization for advocacy, training, education, and outreach activities. Each contract is valued at $502,500, totaling $4,020,000.  Key points:  Contracts for Local Organizations only - No subcontracting allowed.Services to run from July 1, 2025, to June 30, 2028Separate procurement for Statewide Organization will be released at a later date.Successful proposers must demonstrate personnel and organizational capacity to effectively carry out the contract scope.

Immigrants and Refugees Advocacy – Local Organization

The ESE TA PY 24-25 grant aims to increase equity and employment outcomes for underserved populations by providing technical assistance necessary for ESE PY 24-25 progeam awardees to achieve successful project outcomes. The TA grant supports the assessment, analysis, and implementation of improvements to the current education, training, and employment service delivery approaches through a learning framework and a strong community of practice (CoP).  Successful projects will assist program awardees with the continued development of implementation of social enterprise projects that accelerate outcomes for underserved populations facing significant barriers to employment.  Proposals must be received by 3 p.m. on March 4, 2025 . An informational webinar will be held on February 10, 2025 at 10 a.m. PT. Pre-registration is required. Employment Social Enterprise (ESE) Technical Assistance (TA) Program Year 2024-25 (PY 24-25)

As of 2014-15, Senate Bill 858 (Chapter 32, Statutes of 2014) authorized $50 million of Proposition 98 funds annually for California State Preschool Programs (CSPP) participation in and implementation of a Quality Rating and Improvement System (QRIS). The CSPP QRIS Block Grant provides annual funds for the support of local early learning QRIS that increase the number of low-income children in high-quality CSPPs that prepare those children for success in school and life. The Request for Applications (RFA) encompasses funding for the years 2025-26 and 2026-27.

California State Preschool Program-Quality rating and Improvement System Block Grant RFA 25-27

Proposal applications will be accepted for the types of projects listed below, subject to the funding program criteria. Priority 1 Projects are those that restore, enhance, or protect salmonid habitat in anadromous watersheds through implementation or design projects that lead to implementation. Approximately 65% of the PCSRF grant award will fund Priority 1 Projects. Priority 2 projects are those that support implementation projects through watershed-scale planning and effectiveness monitoring.  Funding support is based on availability. Priority 3 Projects are those that support implementation projects through planning, outreach, and/or education. Approximately 10% of the PCSRF grant award will fund Priority 3 Projects. Proposals for FRGP programmatic permit required effectiveness monitoring are ineligible.

Fisheries Restoration Grant Program (2025)

Eligible Applicants include state or local public agencies, nonprofit organizations, tribes recognized by the state or federal government and mutual water companies. Any project that meets the statutory objectives of Proposition 1 will be considered, but applications for the following types of projects are particularly encouraged: Conservation land acquisition projects that preserve watersheds or habitat areas for endangered species; Watershed restoration or enhancement projects; or Infrastructure projects that improve water management to reduce use or enhance efficient, or prevent flooding.

Proposition 1 Grant Program (24/25)

Overview  School food authorities (SFA) can submit the 2025-26 School Breakfast Program (SBP) and Summer Meal Programs (SMP) Start-up and Expansion Grant, known as the Breakfast Grant (BG), application found online on the California Department of Education (CDE) BG Request for Applications (RFA) web page. Please carefully review the Application Scoring Criteria on the CDE BG web page and read the Instructions for Completing the BG Application. Complete the application and have the appropriate agency official electronically sign and submit it. The CDE must receive your SFA’s online submission no later than 4 p.m. on Monday, March 3, 2025. No late or mailed applications will be accepted.  Questions: School Breakfast Grant Team, email: breakfastgrant@cde.ca.gov  Grant Award Information  If your SFA requires board approval to receive grant funding, please provide a copy of the board approval with your grant application. The CDE will not process an application without these approvals (if needed). All grant recipients must sign and return the original grant award notification (GAN) before the CDE will release grant funds. An original GAN includes the signature of the State Superintendent of Public Instruction.  The CDE will bill SFAs for any grant funds received or may withhold final payment if the requirements of the grant are not fulfilled. Please note that awarded SFAs must be approved to participate in the SBP or SMP before receiving their first grant payment.  If an SFA knowingly submits false information on the grant application or invoices, the CDE may deny or recover the SFA’s grant funding.  The CDE will send grant awardees an approved procurement form, which represents an estimate of approved grant expenses for claim submittal.  The CDE administers these grants and reserves the right to make changes to the approved budget, which includes reducing the amount of funding to reflect actual, allowable, and reasonable costs.  SFAs should keep the following information in mind when applying for this grant:  SFAs may receive a grant for the same site no more than once every three years.    Eligible SFAs may apply for the SBP grant or the SMP grant; however, SFAs may not request both grants for one site.  For SBP grants, the SFA must have at least 20 percent of students enrolled at the site approved for Free/Reduced Price (F/RP) meals. For SMP grants, sites must meet all Summer Food Service Program (SFSP) eligibility criteria.  An SFA must have a current vendor number on file with the California State Controller’s Office to be eligible for an SBP or SMP grant. SFAs can obtain a vendor number from the CDE as part of the application process to participate in the National School Lunch Program (NSLP), SBP, or SMP.  The CDE may consider SFAs with excess net cash resources (NCR) to be ineligible to receive a grant. In accordance with Title 7, CFR, Section 210.14(b), an SFA shall limit its NCRs to an amount that does not exceed three months’ average expenditures from its food service account. SFAs with excess NCRs must include a detailed explanation of their excess NCRs in their application.  SFAs must be in good standing in all Child Nutrition Programs in which they participate.

2025-26 School Breakfast Program and Summer Meals Start-Up and Expansion Grants

This opportunity is for Emergency Medical Services (EMS) providers to provide treatment and access points for patients with an opioid use disorder. EMS agencies participating in the Emergency Medical Services Buprenorphine Use Pilot Program (EMSBUP) program will address substance use disorder as a treatable emergency condition, utilizing paramedics to identify and treat patients who would benefit from medication-assisted treatment. Eligible California Local Emergency Medical Service Agencies (LEMSAs) must have at least two years of experience in providing relevant services. The funding will be used to assist prehospital agencies to implement EMSBUP; coordinate with Navigators to provide linkages to care options for EMS patients with an opioid use disorder and provide a system for patients who sign out against medical advice to have access to outpatient treatment options and to collect de-identified data for research and monthly performance metrics to evaluate the effectiveness of the EMSBUP treatment model.

Emergency Medical Services Buprenorphine Use Pilot Program

Subapplicants interested in HMGP must submit a Notice of Interest (NOI) via the Cal OES Engage portal prior to submitting a subapplication. All NOIs must be submitted by the posted deadline. NOIs submitted after this date will be considered for the next available funding opportunity.  Cal OES will review NOIs for eligibility and then invite subapplicants with eligible projects to submit full grant subapplications, via the Cal OES Engage portal. Cal OES will review all subapplications and submit projects to FEMA in accordance with the State’s priorities. Cal OES will retain eligible subapplications that are not initially selected for submission to FEMA for future consideration when funding becomes available. FEMA will then review the submitted applications for programmatic and environmental and historic preservation (EHP) compliance prior to obligating funds.

DR4769 HMGP 2023 Storms and Flooding

We invite libraries and other eligible organizations to apply for funding to support local and collaborative projects that address community needs and align with community aspirations. Projects should be guided by the principles of equity, diversity, inclusion, and belonging. Projects should align with goal one of the State Library’s current LSTA Five Year Plan.  We are especially interested in projects from library jurisdictions and branches of library jurisdictions that have not received LSTA funding in the last five years, and collaborative projects that represent a variety of regions, library sizes, and populations. However, we welcome applications from all California library jurisdictions, library consortia, and library-focused on-profit organizations, and on any topic and serving any group.  Agencies applying for a local competitive grant and requesting $75,000 or above, and agencies applying for a collaborative competitive grant must plan to work with a project partner (in addition to the collaborative applicant group) and must have at least one project partner in place before an application is submitted.  Types of Grant Opportunities  Two types of grant opportunities are available:  Local Competitive Grants support projects that focus on one library jurisdiction and can include projects focusing on one branch in one library jurisdiction.  Collaborative Competitive Grants support projects that are implemented by three or more library jurisdictions. 2025 – 2026 LSTA Community Impact Grants

The Digital Divide Grant Program (DDGP) will provide three grants for a total of $200,000. The DDGP is funded by fees collected from leases of state-owned property to wireless telecommunications service providers, pursuant to Government Code Section 14666.8. Eligible projects will serve a beneficiary public school or district located in an urban or rural low-income small school district and two non-profit Community Organizations. Projects may address physical gaps in local broadband networks, affordability, access to personal devices and digital skills training. Projects must provide a holistic solution. Grant recipients must be a non-profit community-based organization (CBO) with a demonstrated record of work in addressing the digital divide. For public schools or districts, the CBO will partner with an eligible public school or district to deploy the project. The beneficiary of the project will be the partner school or district. The California Public Utilities Commission (CPUC) will evaluate and score applications and award grants for up to three projects using the competitive process described in CPUC Resolution T-17770. Eligible non-profit CBOs may submit applications for grant funding. Applicants must have demonstrated record of successful and satisfactory work deploying community technology projects and/or projects to bridge the digital divide. Applicants must have an agreement with a beneficiary school or district to execute a proposed project. In the first stage of review, panelists will evaluate the baseline requirements to determine if the CBO's application can progress to the second stage of review. The baseline requirements include: The application must be complete and timely submitted. The applicant is a tax-exempt organization under section 501(c)(3) of the Internal Revenue Code. The applicant must be in good standing with the California Franchise Tax Board. The applicant must submit at least three letters of recommendation. The applicant must have a written agreement with the beneficiary public school or district to execute a proposed project. The applicant must submit at least two letters of endorsement per the beneficiary public school or district supporting the project. One letter is required from the beneficiary public school or district office and one letter from the beneficiary's school Parent Teachers Association. The beneficiary public school or district must be located within the boundaries of an urban or rural small school district as identified by the California Department of Education. The beneficiary public school or district must have a Free or Reduced Price Meal (FRPM) of at least 50 percent. In the second evaluation stage, panelists will review the remaining applications to assign scores on each of the following categories: Scope of Work, Experience, Budget and Overall. Digital Divide Grant Program

The Tribal Preparedness Grant is part of the Office of Spill Prevention and Response Program and supports California Native American tribes in preparing for and enhancing emergency preparedness, response, and recovery efforts while protecting their ancestral lands and communities from oil spills.

The Play for All funding opportunity provides grants to help California libraries design and create welcoming family play spaces and offer meaningful programming around play for young children ages zero to eight. The purpose of these grants is to support libraries in addressing the barriers and inequitable access to quality play spaces and play-based programming young children may encounter in communities that are experiencing marginalization, are under-resourced, and are underserved.

The Sustainable California Libraries grant program funds climate and sustainability related community-driven programming for adults and intergenerational groups. The initiative also fosters connections between California library workers supporting climate resilience in communities. The purpose of these grants is to fund services, programming, and educational opportunities focused on sustainability and climate resilience.   About 8 in 10 California adults say climate change is a top concern or one of several important concerns for them personally. As community hubs that provide trusted information about climate change and resilience, effectively connect with community-based organizations, and provide relevant programming for all ages, libraries are uniquely positioned to support climate resilience. The purpose of the Sustainable California Libraries grants is to fund services, programming, and educational opportunities focused on sustainability and climate resilience. Projects should demonstrate an understanding of community needs, aspirations, and assets. Public programming, outreach, and at least one project partner or community connection is required.

Law Enforcement projects shall include at least one activity and focus on one or more of the following project activities: Increase driving under the influence (DUI)/driving under the influence of drugs (DUID) enforcement efforts (ex: DUI Saturation Patrols, DUI Checkpoints), Drug Evaluation and Classification (DEC) courses, and other Cannabis Tax Fund Grant Program (CTFGP) approved trainings; and/or public education and community outreach.   Grant applications shall be submitted through the online Grant Management System (GMS).  Applications will be reviewed and approved through the GMS.  Notification of awards will be sent to the awarded grantees electronically.   Eligible cost categories include: Personnel, Travel, Equipment, Consultants/Contracts, and Other Direct Costs.

Law Enforcement – Large Size Law Enforcement Organizations/Agencies

Project funds shall be used to improve and advance data collection in Medical Examiner/Coroner’s offices/divisions supporting DUI/DUID when a death occurs while the deceased was driving or riding in a motor vehicle, or a result of the deceased being struck by a motor vehicle.    Toxicology projects shall include the following project activities: Take biological samples (ex: blood, urine, tissue, saliva, etc.) from the body of the deceased before it is prepared for burial to test for both alcohol and drugs, and data collection. Toxicology projects may include the following project activities: Forensic alcohol and/or breath alcohol analysis for DUI prosecution conducted by Forensic Alcohol Laboratories, Controlled substances/drug chemistry analysis for DUID prosecution conducted by Forensic Toxicology Laboratories, eliminate backlog in the analysis of forensic science evidence, reduce turnaround time for sample testing, and purchase and/or upgrade equipment to improve testing capabilities. Education for Impaired Driving

The California State Library invites public libraries to apply for funding to build our shared statewide collection of eBooks and eAudiobooks, accessible to every library in the state.   The collection, currently consisting of over 150,000 copies of over 50,000 titles, is designed to meet the recreational and informational reading needs of California’s diverse communities. Many titles are licensed for simultaneous use. The collection is available to all public libraries to provide for free to readers of all ages. Libraries wishing to have access to this collection must be on the Palace App, an eReader aggregator that can browse and display materials from Overdrive, CloudLibrary, Boundless, and other similar services.   The eBooks for All California project not only includes materials inside the app, it also includes a geolocated collection of materials that are all licensed for simultaneous use to anyone inside of California, with or without a library card.   If your library or organization is interested in purchasing materials for inclusion in this growing statewide collection, the California State Library would welcome your participation.  In order to participate in this opportunity, libraries must join the eBooks for All project and offer access to Palace to their patrons. If your library has not yet joined and you are interested in participating, please email ebooksforall@library.ca.gov to get started.   Libraries will need to set up a purchasing account with the Palace Project to procure materials. When grants are awarded, the State Library will work with the grantees to complete that process.

eBooks for All California Collection Development Grant Opportunity

California Association of DUI Treatment Programs (CADTP) solicits applications from eligible entities that can provide subcontractor services under the California State Opioid Response IV (SOR IV) Driving-Under-the-Influence (DUI) Medication-Assisted Treatment (MAT) Integration/Outreach Pilot Project. 

DUI MAT Integration/Outreach Project

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $30.1 million for fiscal year 2024-2025.  The Broadband Public Housing Account will award grants to finance up to 100 percent of the costs to install last mile infrastructure, inside wiring and broadband network equipment but will not finance operations and maintenance costs through this program.

California Advanced Services Fund: Broadband Public Housing Account – July 2025 Cycle

The California Public Utilities Commission will give preference to programs and projects in communities with demonstrated low broadband access, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption.  Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

California Advanced Services Fund: Broadband Adoption Account – July 2025 Cycle

This initiative aims to design, develop, and implement programs that will promote job training opportunities and transitional employment through social enterprise programs for the hardest-to-serve individuals to provide economic self-sufficiency and life stability. The ESE also seeks innovative projects that demonstrate effectiveness in providing jobs, support services, and on-the-job (OJT) training while earning revenue from delivering products and services that they reinvest in people. By selling high-quality products and services and investing the money they make in their businesses and their people by providing good, paying jobs and vital support services that help their employees bust through barriers to employment.  To this end, the ESE will focus on the first step to transitioning participants into the workforce by placing individuals into employment, typically in a supported employment setting, to help them earn wages while building work experience, improving job skills, and providing supportive services and wrap-around support such as housing, access to childcare, mental health services, job coaching, and much more. When employees are ready, ESEs will help them find and keep their next good job  and continue building on their success. Applicants to the ESE program will serve the following special populations: disconnected young adults, justice-involved individuals, people with disabilities, long-term-unemployed individuals, older workers, and veterans.  This program will build on the success of the ESE program model and the ESE Program PY 22-23 grant as the first step to employment stability and success for the target populations as a priority program intervention. The programs will also coordinate with the state efforts across multiple agencies and departments to increase access and retention of transitional employment through Social Enterprises (SE)  to support recruitment, wrap-around support, case management, and job placement of the participants in the ESE program.  Applicants must demonstrate the ability to leverage a minimum of 20 percent of their budget with funds or services from other sources. The leverage needed for funds is based on the total grant funding requested. Applicants are encouraged to braid funds, leverage human capital, and utilize other resources to maximize the success of the project. Leveraged resources can come from a variety of sources.  Proposals must be received by 3 p.m. PT on  February 28, 2025. An informational webinar will be held on January 14, 2025, at 10 am PT. Preregistration is required for all participants. Employment Social Enterprise (ESE) Program Year 2024-25 (PY 24-25)

President Joseph R. Biden Jr. signed the Infrastructure Investment and Jobs Act (IIJA) into law in November 2021 (Public Law 117-58). The law authorizes hundreds of billions of dollars in new investments in a wide array of infrastructure categories, including roads and bridges, water infrastructure, passenger rail, energy, and broadband internet. EV charging infrastructure will see significant new funding, with $5 billion to accelerate EV infrastructure deployment nationally under the NEVI formula program. California’s share is expected to be $384 million, allocated over 5 years.

California’s National Electric Vehicle Infrastructure Formula Program – Solicitation 2

The CDFA has allocated $6 million for the WMA program (Food and Agriculture code 7271) and will fund one grant proposal per WMA, with a maximum award amount of $120,000 based on $40,000 per year for a total of 3 years. The maximum award amount has been set to ensure dispersal of funds in a variety of geographic locations that will result in measurable accomplishments. The minimum amount of funds that can be requested per WMA is $40,000 total over three years.  The project term is three (3) years with a review period at the end of each twelve (12) months and grant funds cannot be expended before July 1, 2025, or after June 30, 2028. CDFA may offer an award differing from the amount requested.The 2025 WMAGP will support WMAs in California. A WMA is a local organization that brings together all interested landowners, land managers (private, city, county, state, and federal), special districts, and the public, in a county or other geographical area for the purpose of coordinating and combining their action and expertise to deal with their common weed control problems. The organization shall function under the authority of a mutually developed memorandum of understanding. A WMA may be voluntarily governed by a chairperson, steering committee, County Agricultural Office or Resource Conservation District.  The project site must be located within the state of California. Applications must reflect work pertaining to implementation of controlling and/or mapping of noxious and invasive weed populations as defined in Food and Agricultural Code section 7270.5(b). In addition to plants on the Section 4500 Noxious Weed List allowable targeted species would include CDFA A and Q-rated as well as regionally important B-rated weeds.Cost-share is strongly encouraged but not required. 2025 WMA Grant Program (WMAGP)

This is a competitive grant solicitation. The California Energy Commission’s (CEC’s) Clean Transportation Program announces the availability of up to $10,000,000 in grant funds for projects that will deploy fast electric vehicle (EV) charging infrastructure for the public. 

GFO-24-607 – FAST 2.0 – Fast and Available Charging for All Californians

STEP aims to boost the number of qualified small business exporters and increase the volume of goods and services they export. Eligible California small businesses can participate in up to two (2) STEP events per federal fiscal year, with potential participation in additional events based on space and funding availability. For the Export Voucher, eligible businesses can receive reimbursement for up to 75% of pre-approved expenses, capped at $10,000 per federal fiscal year of October 1, 2024 – September 28, 2025.

California STEP Grant – Y11 Round 2

The Conservation Planning Assistance Grant program provides funding to States to support the development of new Habitat Conservation Plans (HCPs) and Conservation Benefit Agreements (CBAs; formerly referred to as Safe Harbor Agreements and Candidate Conservation Agreements with Assurances). Funding may also be used to support the renewal or amendment of existing HCPs or CBAs. The development of HCPs that include only candidate or at-risk species (i.e., no Federally listed species covered by the HCP), such that the HCP would be in place if the species is listed, is also supported through this program.  Funding may be used to support development and planning activities such as document preparation, public outreach, baseline species surveys, habitat assessments, and inventories. The preparation of environmental compliance review documents, such as National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA), is also an eligible use of grant funds. For CBAs, outreach, coordination, and administrative costs associated with the implementation of permitted agreements is also an eligible use of funds this year. 2025 Cooperative Endangered Species Conservation Fund: Conservation Planning Assistance (Nontraditional Section 6)

The After School Education and Safety (ASES) Program is the result of the 2002 voter-approved initiative, Proposition 49. These programs are created through partnerships between schools and local community resources to provide literacy, academic enrichment and safe, constructive alternatives for students in kindergarten through ninth grade. Funding is designed to: (1) maintain existing before and after school program funding; and (2) provide eligibility to all elementary and middle schools that submit quality applications throughout California. The application is for new grantees as well as existing grant recipients who wish to increase funding

   The California Department of Housing and Community Development (HCD or Department) is pleased to announce the release of this Homeownership Super Notice of Funding Availability (HOSN or Super NOFA) for approximately $160.7 million, which may be augmented based on the availability of funds.   CalHome Program (CalHome) supports Homeownership programs aimed at lower and very low-income households, and in the case of a disaster, households at or below moderate income, and operated by private nonprofit and local government agencies, to increase Homeownership, encourage neighborhood revitalization and sustainable development, and maximize use of existing homes.    Joe Serna, Jr. Farmworker Housing Grant Program (FWHG or Serna) supports development projects involving multiple home ownership units, including single-family subdivisions, for lower-income agricultural employees and their families, and programs that assist lower-income agricultural employees and their families to become or remain homeowners.      CalHome Program   $143.3 million   Joe Serna, Jr. Farmworker Housing Grant (Serna) Program   $33.7 million    

2024 Homeownership Super NOFA

The State Budget Act of 2022 (Senate Bill 154, Chapter 43, Statutes of 2022) established the Missing and Murdered Indigenous People Grant Program. Funding is available to federally recognized Indian tribes in California to support efforts to identify, collect caselevel data, publicize, investigate and solve cases involving missing and murdered indigenous people.  Missing and Murdered Indigenous People Grant Program (MMIP) proposals must be received by 5:00 P.M. (PST) on Friday, April 18, 2025.  To learn more about the grant or ask technical questions, prospective applicants are invited to attend a Grant Information Session via Zoom on Thursday, January 16, 2025.  Prospective applicants are asked, but not required, to submit a non-binding letter indicating their intent to apply.  Eligible applicants are federally recognized Indian tribes in California.  Tribes that were awarded Cohort 1 and 2 MMIP grants may submit an individual proposal for new or expanded activities and/or apply as part of a collaborative proposal. Tribes that were already awarded funds will only be considered for an individual award if there are funds remaining after all new eligible applicants have been funded.  This RFP makes $12,933,3951 available competitively to federally recognized Indian tribes in California.  Recognizing that Indian tribes have different capacities, resources, and needs, there are three funding categories within which applicants will compete:1. Individual Tribe – Small Scope (up to $500,000)2. Individual Tribe – Large Scope (up to $1,000,000)3. Two Or More Tribes – Collaborative (up to $2,000,000)  An eligible tribe may submit an individual proposal and be included on a Collaborative Proposal. Missing and Murdered Indigenous People Grant Program Cohort 3

The ARG Program provides funding for community-based organizations to support individuals formerly incarcerated in state prison. ARG was established in the 2018 Budget Act (Senate Bill 840, Chapter 29, Statutes of 2018) and receives annual appropriations through the Budget Acts.  The Budget Acts of 2023 (Assembly Bill 102, Chapter 38, Statutes of 2023) (AB 102) and 2024 (Assembly Bill 107, Chapter 22, Statutes of 2024) (AB 107) appropriated $57,000,000, respectively, for a total of $114,000,0002 to award competitive grants as follows:• $54,150,000 shall be available for warm handoff and reentry of offenders transitioning from state prison to communities. Priority shall be given to individuals released to state parole.• $54,150,000 shall be available for rental assistance. Priority shall be given to individuals released to state parole.This RFP will address funding available for both the Warm Handoff and Reentry Services and Rental Assistance components of the grant. Within a proposal, applicants may apply for funding in either or both categories.  The Adult Reentry Grant Program Proposal Package submission is available through an online portal submission process. Applicants must submit proposals through the BSCC Submittable Portal by 5:00 P.M. on Monday, March 3, 2025.  Applicants interested in applying for an ARG grant are asked (but not required) to submit a nonbinding letter indicating their intent to apply. These letters will aid the BSCC in planning for the proposal evaluation process.  Please submit Letters of Intent via email to argcohort4@bscc.ca.gov by Friday, January 17, 2025.  Proposals selected for funding will be under agreement for 42 months, from July 1, 2025 to December 31, 2028. Eligibility for ARG funding is limited to Community-Based Organizations (CBOs) that provide direct services to the community.  The target population are people, 18 and over, who have been formerly incarcerated in state prison with priority being given to those recently released and/or on state parole.  Examples of eligible expenditures under each program component are listed below.  • Grant funding in the Warm Handoff/Reentry Services category may be used to fund the implementation and delivery of client supportive services, including salaries and benefits associated with the project. Note: Housing costs should not be included here but may be included in the Rental Assistance category of an applicant’s budget.  • Grant funding for Rental Assistance (Housing) may only be used for direct housing costs. Any other proposed project costs (including all salaries and benefits, supportive services, etc.) are to be included as part of the Warm Handoff/Reentry Services category of an applicant’s budget.   

Adult Reentry Grant (ARG) Cohort 4

The PCSGP 2024 Waiver Entry Request for Applications (RFA) Start-Up Sub-grant is only available for subgrantees from California's 2020 Charter School's Program with remaining time and funding available, meeting all of the requirements under this RFA and continuing to meet the federal definition of a charter school under ESEA Section 4310(2).

PCSGP 2024-25 Waiver Entry Start-Up Sub-Grant

The AHP PY 24-25 grant will fund projects that support and increase access to allied health occupations by providing training and certification and leading to participants’ employment and career advancement opportunities within the allied health sector. The grantee will utilize their existing infrastructure and demonstrated program success to identify and facilitate programs that serve participants throughout the grant’s period of performance.  The program intends to establish an accessible healthcare pipeline for individuals interested in pursuing a healthcare-related advanced training program, with the goal of achieving sustained employment and advancement within the Allied Health sector. As a result, applicants must demonstrate their ability and capacity to establish and/or expand apprenticeship and pre-apprenticeship programs that are sustainable beyond this funding opportunity.  Successful applicants will develop a team composed of at minimum two of the following required partners:  •             Employers within the Allied Health sector  •             Labor Representatives  •             Community colleges  Applicants must demonstrate the ability to leverage resources from other sources to support the goals and objectives of this grant.  This grant requires that leveraged resources are the equivalent of 20% of the grant award amount. Allied Health Program (AHP) Program Year 2024-25 (PY 24-25)

The Trauma Recovery Center (TRC) Grant funds organizations that operate throughout California to provide survivors of violent crime access to mental health or social services that may not be accessible for them through existing avenues. The TRC model offers wrap-around clinical services and cost-effective solutions for under- or unserved survivors and includes assertive outreach, clinical case management, assistance with law enforcement, referral to community resources and trauma-informed treatment. TRCs are meant to meet the victim where they are and serve each victim specific to his/her/their needs. Grant planning is not an eligible activity. Funding for TRCs varies each year with $2,000,000 from the Restitution Fund and a percentage of savings from the Safe Neighborhoods and Schools Fund (SNSF) that varies annually. Individual awards vary by number of passing applications, funds available, and the amount requested to fund the TRC. Grants are for two fiscal years at a time, and TRCs may re-apply at the end of their awarded grant period to avoid a lapse in funding. Each year, CalVCB posts a Notice of Funds Available (NOFA) that instructs how interested applicants may apply and what each application should include. Questions about the NOFA may be submitted and will receive a timely response within the application deadline. Due dates for the application will be included in the NOFA posting. TRCs must follow the May 2017 edition of the evidence-informed model of care developed by the State Pilot TRC, including a multidisciplinary staff that includes a Program Director, Psychologist, Psychiatrist and a Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT). Each TRC is expected to invoice monthly, submit data reports monthly and maintain records to fulfill site visit and/or audit requirements.  Typical expenses for TRCs include: • Salary and benefits for personnel  •Contracted personnel• Operating expenses related to direct services such as rent, insurance, utilities, postage, telephone service, internet costs, printed outreach materials, and other costs approved by the board• Emergency funds to help clients with nominal crime-related costs to meet the immediate needs of TRC clients such as transportation, childcare, food, emergency shelter, or clothing • Costs associated with community outreach events and activities • In-state training for the provision of trauma-informed evidence-based and evidence-informed practices as outlined in the grant application and approved in advance • Indirect costs (your organization must have a pre-existing cost rate agreement)The CalVCB Board reviews recommendations made and approves or denies the funding recommendation. Upon Board approval, grantees will be notified of their grant award, with all applicants receiving notification of results. 

Trauma Recovery Center Grant Fiscal Year 25/26

The California Department of Education invites eligible local educational agencies, which include school districts, county offices of education, or charter schools to apply for a California Serves Grant to be used for the purpose of promoting access to effective service learning with the goal of expanding access for high school graduates in obtaining a State Seal of Civic Engagement through service learning.  This grant will be used for planning time, professional development, purchase of instructional materials, participation costs, and/or personnel costs that support expanded access to the State Seal of Civic Engagement through high-quality service learning.   Grant funding can be used for a wide range of purposes that promote access to effective service learning for students in grade twelve, with the goal of expanding access for high school graduates in obtaining a State Seal of Civic Engagement through service learning.  Allowable expenditures may include:  Paid planning time for teachers to increase the use of service learning in instruction.  Professional development on service learning for administrators and teachers.  Purchase of instructional materials to help integrate service learning in instruction.  Participation costs, including materials or travel expenses related to service-learning activities.  Personnel costs for coordinating service learning at the local educational agency or a school site.  Participation costs associated with grant program evaluation. California Serves Grant Program 2024-25

This project will provide $4 million in grants per year for three fiscal years ($12 million total) to non-profit organizations to fund innovative programs in one or more CDCR institutions. The grant period begins on July 1, 2025, and ends June 30, 2028. Grants shall be awarded to fund programs that provide insight-oriented, restorative justice programs as stated in California Penal Code § 5027.

Innovative Programming Grant

The California Department of Food and Agriculture’s Pierce’s Disease and Glassy-winged Sharpshooter Board (CDFA PD/GWSS Board) accepts proposals for research and outreach projects on the following serious pests and diseases of winegrapes:  Pierce’s disease and its vectors, especially the glassy-winged sharpshooter; brown marmorated stink bug; grapevine fanleaf disease; grapevine leafroll disease; grapevine red blotch disease; mealybug pests of winegrapes; spotted lanternfly.  The CDFA PD/GWSS Board’s Research and Outreach Program is funded by a special assessment paid by the California winegrape industry. Prior awards have ranged from $4,300 per year to $383,000 per year, with projects ranging from one to three years in duration.  Funding preference will be given to projects deemed likely to lead to practical solutions to winegrape pest and disease problems in California. Multi-disciplinary team projects are encouraged.

CDFA Pierce's Disease and Glassy-winged Sharpshooter Board Research and Outreach Program

This is a competitive grant solicitation. The California Energy Commission’s (CEC’s) Clean Transportation Program announces the availability of up to $4 million in grant funds for one or more third-party implementers to provide technical assistance (TA) for communities eligible to seek federal and state funding for zero-emission vehicle (ZEV) infrastructure. TA providers will, at minimum, assist in identifying grant opportunities, support successful application development and submittal, and support project implementation that delivers benefits in under-resourced communities.         

GFO-24-605 – Technical Assistance for Zero-Emission Vehicle (ZEV) Infrastructure Funding

Grantees will be asked to focus on prevention and early intervention efforts with the end goal of increasing access to mental health services for veterans and their families.  Proposals funded under CVHI must be inclusive, equitable, and available to all veterans regardless of age, period of service, type of service, discharge status, or disability rating. Applicants must be able to meet the eligibility requirements of California Military and Veterans Code Section 881 to be considered for funding, and proposals must aim to expand the state’s capacity to provide mental health support to veterans and to fill gaps in mental health services.  Applicants are required to select the program areas they are proposing and provide a description of the proposed activities and how the proposed activities would increase mental health access for California veterans. This NOFA allows for flexibility in program design to fit the specific needs of veterans and their families across the state, Outreach, Peer Support, Case Management, Outpatient Clinical Treatment, and Innovative Approaches will be eligible for funding and are further defined in the NOFA.  The Grantee staff and leadership will be expected to maintain significant engagement with CalVet for monthly check-ins, operations assistance, reporting, and evaluation. Applicants are encouraged to ensure they are budgeting for appropriate levels of staff, time for data collection and reporting, time spent in CVHI meetings and trainings, and appropriate facility requirements (office space, group space, hardware and software equipment, supplies, overhead).  Through an Application process responsive to the NOFA, awarded Grantees will provide clear and convincing evidence of adequate personnel, facility, and organizational capacity to effectively carry out their proposed project. The successful Applicant will describe how they meet minimum qualifications, including their breadth of experience working with Veterans, with special emphasis on treating veterans with mental health concerns. 

California Veterans Health Initiative (CVHI) Mental Health Support Grant Program (MHSGP) Round 2 – Central Valley and Central Coast

 Strategic Components of CWOP 5.0/6.0: Comprehensive Education on Workplace Protections: Expanding the scope included workplace protections to improve workplace safety and health conditions for workers, combat wage theft and protection from retaliation, and provide workers information on their rights to benefits and medical care for work-related illnesses and injuries.Language: Continuing the commitment to diversity, outreach materials will be accessible in multiple languages, addressing the needs of California's diverse workforce.Outreach: Utilizing interactive activities to engage workers and employers in meaningful discussions about safety practices, rights, and resources regardless of immigration status. This includes workshops, seminars, and direct outreach efforts. Collaboration: Strengthening ties with CBOs, labor, and occupational health centers, and agricultural associations to enhance the reach and impact of the program. Rural Strategic Engagement: Targeted outreach and legal resources to support access to in-person services in under-resourced, rural areas for especially vulnerable workers. Priority Topics: workplace health and safety and hazards such as heat illness, paid sick leave, wage theft, Workers’ Compensation, anti-retaliation protections, worker-related complaint, and claim filing processes and procedures, and support filing complaints for workplace non-compliance. High-risk industries: agriculture, car wash, Food processing, including meatpacking, food service, including restaurants, grocery, and retail, janitorial and hospitality, warehouse/logistics, manufacturing, garment, residential care, and others as identified by CBOs. The Rural Strategic Engagement Program for CWOP 5.0/6.0 expands its reach to rural and agricultural workers with new services with its Rural Strategic Engagement Program. This program will offer in-person clinics for people to access services in farmworker communities, including legal assistance.  ELIGIBLE COSTS -staff salaries, payments to contracted technical or administrative professionals, telephone, shipping, and postage costs, space rental and occupancy costs (maintenance, security, insurance, utilities, etc.), printing, advertising, and marketing costs, evaluation services and documentation (photo, video, audio, collection of statistical information, etc.), travel and conference expenses for staff and volunteers to attend DIR-sponsored or approved workshops, community convenings, collective impact table events, etc., production costs, materials, and supplies. California Workplace Outreach Project (CWOP) Program Year (PY) 2025-27

Applicants are required to work on 1) Community Engagement and Organizing, and 2) Policy Development and implementation.  1. Limit Tobacco Promoting Influences. Efforts supporting this goal seek to curb advertising and marketing tactics used to promote tobacco produces and their use, counter glamorization of tobacco use through entertainment and social media, exposure tobacco industry practices, and hold tobacco companies accountable for the impact of their products on people and the environment.  2. Reduce Exposure to Secondhand Smoke, Tobacco Smoke Residue, Tobacco Waste and Other Tobacco Products. Efforts supporting this goal address the impact of tobacco use on people, other living organisms, and the physical environment resulting from exposure to Secondhand Smoke, tobacco smoke residue, tobacco waste, and other non-combustible tobacco products.   3. Reduce the Availability of Tobacco. Efforts supporting this goal address the sale, distribution, sampling, or furnishing of tobacco products, and other nicotine containing products that are not specifically approved by the Food and Drug Administration as a treatment for nicotine or tobacco Dependence.  4. Promote Tobacco Cessation. Efforts supporting this goal improve awareness, availability, and access to cessation assistance via Kick It California, the health and behavioral care systems, and the community.  Work plan features include Building capacity and skills among tribal members and staff employed by tribal governmental organizations to implement tobacco use prevention and reduction interventions and provide health education services.  Mobilizing and engaging community residents and tribal governmental organizations to engage in tobacco use prevention and cessation and support policy and system changes.  Designing, supporting, adopting, implementing, and evaluating tribal policy and system change campaigns that seek to prevent and reduce tobacco use. 

Empowering Tobacco Prevention Efforts in Tribal Communities

The following are funding priorities for the stream flow enhancement projects:• Implementation projects resulting in measurable increases in stream flow• Acquisition projects resulting in permanent or long-term in-stream flow dedications• Projects that are focused on a watershed or regional approach• Projects in critical watersheds for salmonids• Projects that help to complete previously funded projects• Projects that evaluate stream flow conditions and stream responses to other stream flow enhancement projects  Funded projects are also consistent with the objectives and actions outlined in the California Water Action Plan, with the primary focus on enhancing flow in streams that support anadromous fish; support special-status, threatened, endangered, or at-risk species; or provide resilience to climate change.  For projects that may be funded by general fund stream flow enhancement funds, Full Applications will be given additional points that enhance outflows in the Sacramento-San Joaquin Delta watershed.Eligible project categories are Planning, Scientific Studies, Implementation, and Acquisition. Applications for Planning and Scientific Study projects must be stand-alone (i.e., not combined with other project categories).

Stream Flow Enhancement

The goal of the CRHCP is to protect, preserve, and restore riparian habitats throughout California. Typical riparian projects include, but are not limited to:  Restoration of riparian vegetation and re-establishing floodplain connectivity. Active or passive restoration that may include an element of invasive plant removal and control.  Installation of fencing along the riparian corridor to manage livestock or wildlife and reduce impacts to streams or riparian vegetation.  Reconfigure degraded, incised, or undefined streams to restore natural hydrology and encourage reestablishment of native riparian habitat.

Riparian Habitat Conservation

The Program prioritizes: boating access projects, hunting and fishing projects, and non-consumptive wildlife-oriented recreation. Planning and implementation projects are to be considered. Planning grants are intended to support the development of projects that are likely to qualify for future implementation funding under this program. Implementation grants are intended for construction, enhancement, or rehabilitation of public access facilities.

Public Access

The acquisition, restoration, enhancement, and maintenance of fish and wildlife habitat and other natural resources, including resources impacted by wildfire, within and adjacent to the American River Parkway. The improvement and expansion of public access, recreational areas, and recreational facilities, including trails. The enhancement of interpretive and educational facilities related to the American River Parkway and its natural, cultural, and historic resources. The control and removal of invasive species and the propagation of native species. Improve and enhance lands within and adjacent to the American River Parkway. Projects funded on adjacent lands shall contribute to the advancement of American River Parkway values. Design, implement, and provide grants for stormwater capture and treatment projects to improve the quality of water that flows within and into the American River Parkway and to increase habitat for fish and wildlife. Stormwater projects may include lands within and adjacent to the American River Parkway and its tributaries downstream of the Nimbus Dam and within Sacramento County.  All projects must be recommended by the Lower American River Conservancy Program Advisory Committee before proceeding to the Wildlife Conservation Board meeting for approval. 

Lower American River Conservancy Program

Activities eligible for the Program include:    Property acquisition for resources conservation and public access  Implementation of habitat enhancement and restoration of public or private lands     All projects must be approved by both the San Joaquin River Conservancy Board and the Wildlife Conservation Board to receive a grant award.

San Joaquin River Conservancy

The Desert Conservation Program includes the following actions:  Protect, preserve, and restore the natural, cultural, and physical resources of the portions of the Mojave and Colorado Deserts region in California through the acquisition, restoration, and management of lands.Promote the protection and restoration of the biological diversity of the region.  Provide for resilience in the region to climate change.Protect and improve air quality and water resources within the region.Undertake efforts to enhance public use and enjoyment of lands owned by the public.  The Wildlife Conservation Board accepts pre-applications for acquisition, restoration, and management projects on a continuous basis. Eligible projects include, but are not limited to:  Acquisition of land, especially parcels that are part of a wildlife movement corridor, contain water sources, have sacred or culturally significant tribal sites, protect listed species, or provide public accessRestoration of riparian and upland vegetationInvasive plant removal and control.Seed collection, processing, and propagationScientific studies, especially those that help aid in the recovery of listed species.

Desert Conservation Program

Eligible activities under this program include:  Provide grants for the restoration or enhancement of California prairie and other appropriate breeding habitat for monarch butterflies and pollinators on private and public lands.  Provide grants for the restoration or enhancement of overwintering monarch butterfly habitat on private and public lands.  Provide technical assistance to grant recipients, including farmers and ranchers, regarding restoration and enhancement of breeding, overwintering, and other appropriate monarch butterfly habitat.

Monarch Butterfly and Pollinator Rescue

To accomplish the objectives, the Department is authorized to award grants (and contracts where necessary) for waterfowl conservation purposes (acquisition, restoration, enhancement, creation and research) to nonprofit organizations, local government agencies, state departments and federal agencies (Fish and Game Code § 3702). The organizations must have the specific capacity (waterfowl habitat enhancement, restoration, creation and or research experience to deliver the objectives).  Examples of eligible projects include, but are not limited to:  Enhance/restore/maintain wintering or nesting habitat for CA waterfowl speciesRestoring or creating brood ponds/summer water for CA waterfowl speciesEnhancing or restoring fall and spring use areas for CA waterfowl speciesEstablishing islands and loafing barsLevee repair, replacement of water control structures, pump repair and installationFence installation to control and/or manage livestock or wildlife and/or to enhance upland habitat for waterfowl nesting and goose forageRemoval of nonnative invasive plant species and restoration (active or passive) of native and other desirable wetland or upland vegetationResearch to obtain population parameters of species/subspecies/populationInvestigations of limited resources for specific species or subspecies such as eelgrass for Black brant

California State Duck Stamp Project Solicitation FY 2025-26

These projects must be consistent with the State’s climate adaptation strategy (Safeguarding California Plan), contribute to the carbon sequestration goals of AB 32, and support WCB’s Strategic Plan. In addition, projects will be consistent with other statewide plans and priorities, including the California Water Action Plan and California State Wildlife Action Plan 2015 Update.  Program funding is directed toward projects that:  Protect and restore ecosystems on natural and working lands to provide climate change adaptation and resilience for wildlife.Assist natural and working lands managers in implementing practices that provide climate adaptation and resilience.Increase carbon sequestration in natural and working lands, and provide additional social, economic, and environmental benefits, or "co-benefits".

Climate Adaptation and Resiliency

WCB is seeking projects that restore or enhance habitat in wildlife migration corridors or that remove impediments to fish passage. Examples of project types and their priority are identified below. All projectsmust provide for improved fish or wildlife mobility, and further the objectives of Proposition 68. The Program supports the following priorities:  Priority 1:  -Construction of wildlife overcrossings and undercrossings in areas where wildlife mortality due to traffic interactions imperil a sensitive species.  -Restoration or enhancement of natural habitats that provide a visual screen in wildlife corridors for migrating wildlife species that are sensitive to human presence or to direct wildlife away from roadways and toward existing migration corridors.  -Removal of instream impediments to fish passage such as weirs, check dams or other water supply and flood control infrastructure.  -Installation of fish friendly culverts, fish ladders, bypass channels or other measures that allow migratory fish to go under, around or over passage barriers.  -Planning projects that provide designs and environmental review for future restoration projects at sites that are listed on either of CDFW’s 2020 Wildlife Movement Priority Barrier List or 2019 Fish Passage Priority List.  Priority 2:  -Installation of fencing or other measures that will direct wildlife away from roadways and toward existing migration corridors.  -Planning projects that provide designs and environmental review for future wildlife corridor and fish passage restoration projects at sites that are not listed on either of CDFW’s 2020 Wildlife Movement Priority Barrier List or 2019 Fish Passage Priority List.

Wildlife Corridor and Fish Passage

The Program was created on November 7, 2006 with the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84). That Act charged the Board to develop a grant program and “…promote the ecological integrity and economic stability of California’s diverse native forests for all their public benefits through forest conservation, preservation, and restoration of productive managed forest lands, forest reserve areas, redwood forests and other forest types, including the conservation of water resources and natural habitat for native fish and wildlife and plants found on these lands” (PRC section 75055a).  Additional funding for the Forest Conservation Program was provided by the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018 (Proposition 68) which authorized the Board to advance “…protection, restoration, and improvement of upper watershed lands in the Sierra Nevada and Cascade Mountains, including forest lands, meadows, wetlands, chaparral, and riparian habitat, in order to protect and improve water supply and water quality, improve forest health, reduce wildfire danger, mitigate the effects of wildfires on water quality and supply, increase flood protection, or to protect or restore riparian or aquatic resources” (PRC section 80132d). Forest Conservation

Consistent with Fish and Game Code section 1301, this program provides assistance for the restoration and enhancement of fish and wildlife resources. Eligible projects include: native fisheries restoration; restoration of wetlands; restoration of coastal, tidal, or fresh water habitat; other native habitat restoration projects including coastal scrub oak, grasslands, and threatened and endangered species habitats; in-stream restoration projects, including removal of fish passage barriers and other obstructions; and other projects that improve the quality of native habitat throughout the State.

Habitat Enhancement and Restoration

The Inland Wetland Conservation Program (IWCP) jurisdiction matches that of the Central Valley Joint Venture and includes most of the watershed of the Central Valley. The Implementation Plan and the IWCP, however, continue to focus on the Central Valley floor, which extends approximately 400 miles from Red Bluff in the north to Bakersfield in the south and encompasses the following nine basins: Butte, Colusa, Sutter, Yolo, American, Suisun Marsh, Delta, San Joaquin, and Tulare. Inland Wetlands Conservation

An Regional Conservation Investment Strategy (RCIS) is a voluntary, non-regulatory document that provides guidance on actions that, if implemented, would result in effective regional conservation. And public agency may propose an RCIS that is developed in consultation with local agencies that have land use authority within the RCIS area.  The RCIS Grant Program (Program) supports the following priorities:  • Geographic areas lacking an NCCP or regional HCP (i.e., HCP’s that focus on regional conservation with large and interconnected reserve systems)  • Geographic areas with a local (non-regulatory) conservation plan or strategy approved or adopted by a public agency  • Proposals with matching funds (including in-kind match)  • Proposals that demonstrate readiness and qualifications

Regional Conservation Investment Strategies

The Program is designed to help local efforts achieve oak woodland protection. More importantly, this Program provides a mechanism to bring ranchers and conservationists together in a manner that allows both to achieve that which is so valued - sustainable ranch and farming operations and healthy oak woodlands.

Oak Woodlands Conservation

The Department of Resources Recycling and Recovery (CalRecycle) receives an annual appropriation of $4,000,000 from the California Beverage Container Recycling Fund to administer the Recycled Glass Processing Incentive Grant Program (SB 1013, Atkins, Chapter 610, Section 14543) (Public Resource Code [PRC] section 14543).  "14543. (a) In order to stimulate the increased use of glass cullet in making new glass beverage containers in the state, the department shall create the Recycled Glass Processing Incentive Grant Program. The grant program shall provide grants to applicants who demonstrate the ability to expand glass cullet processing in the state, subject to both of the following: (1) The applicant commits to using the grant to expand glass cullet processing facilities for increased processing of glass cullet. (2) The applicant matches the amount of any grant received from the grant program in an amount equal to or greater than the grant amount. (b) Within 12 months of receiving a grant from the grant program, the entity receiving the grant shall demonstrate to the department the amount of additional tons of glass cullet processed as a result of utilization of the grant funds."

Recycled Glass Processing Incentive Grant Program, FYs 2024–25 and 2025–26

This project will provide $5 million in grants per year for three fiscal years ($15 million total) to eligible non-profit organizations to fund transformative programs in one or more CDCR institutions. The grant period begins on July 1, 2025, and ends June 30, 2028. Grants shall be awarded to fund programs that provide insight-oriented, restorative justice programs focused on increasing empathy and accountability among participants that can demonstrate that the approach has produced, or will produce, positive outcomes in correctional environments as stated in California PC § 5007.3.  (B) Grants shall be awarded to fund programs that provide insight oriented restorative justice and offender accountability programs that can demonstrate that the approach has produced, or will produce, positive outcomes in department facilities, including, but not limited to:(i) Increasing empathy and mindfulness.(ii) Increasing resilience and reducing the impacts of stress andtrauma.(iii) Reducing violence in the form of physical aggression, verbalaggression, anger, and hostility.(iv) Successfully addressing and treating the symptoms of posttraumaticstress disorder.(v) Victim impacts and understanding.

CALIFORNIA REENTRY AND ENRICHMENT (CARE) GRANTS

CAL FIRE Forest Health

The Department of Resources Recycling and Recovery (CalRecycle) receives an annual appropriation from the Beverage Container Recycling Fund to administer the Increased Recycling of Empty Glass Beverage Containers Grant Program. (Senate Bill 1013, Atkins, Chapter 610, Section 14544) (Public Resources Code [PRC] sections 14544) which reads:  "14544. (a) In order to facilitate increased recycling of empty glass beverage containers in the state, the department shall create the Increased Recycling of Empty Glass Beverage Containers Grant Program. The purpose of the grant program shall be to assist in funding regional pilot programs furnishing bins for collection of empty glass beverage containers from restaurants and on-sale retail licensed establishments licensed pursuant to the Alcoholic Beverage Control Act (Division 9 (commencing with Section 23000) of the Business and Professions Code). Grants provided under this program may be used for any of the following:  (1) Purchase of bins for the collection of empty glass beverage containers at restaurants and other on-sale retail licensed establishments licensed pursuant to the Alcoholic Beverage Control Act (Division 9 (commencing with Section 23000) of the Business and Professions Code).  (2) Collection and consolidation of contents from the bins.  (3) Transportation of the empty glass beverage containers that are collected to a glass processing facility. (b) The following entities may be eligible for applying for grants from the grant program created pursuant to subdivision (a): (1) Local or regional governmental agencies. (2) Other entities proposing to establish a regional pilot program to provide empty glass beverage container bins, collection of the contents of those bins, and transportation of the empty glass beverage containers collected to a glass processing facility. (c) Entities receiving grants from the grant program shall expend an amount equal to or greater than the amount of the grant received to create and operate the pilot program."   

Increased Recycling of Empty Glass Beverage Containers Grant Program, FY 2024–25

SEED target populations are individuals who face significant barriers to employment, specifically: (1) individuals with limited English proficiency, regardless of immigration or citizenship status; or (2) individuals who are neither U.S. citizens nor lawful permanent residents. This includes individuals who may not be lawfully present in the United States, and individuals who have been granted Deferred Action for Childhood Arrivals (DACA) or Temporary Protected Status (TPS). In addition, SEED is open to all individuals in the target populations, including other immigrants, refugees and asylees, and United States citizens.

Social Entrepreneurs for Economic Development 2.5 (SEED 2.5) Grant

The California Department of Food and Agriculture’s (CDFA) Fertilizer Research and Education Program (FREP) announces pre-proposals are now being accepted for the 2025 FREP Grant Program cycle.  FREP’s competitive grant program funds proposals that advance fertilization and irrigation practices and minimize environmental impacts of fertilizing materials. The 2025 request for pre-proposals (RFP) includes several initiatives put forth by the department to help effectively manage irrigation water and fertilizing materials in California agriculture.  This year’s priorities include: outreach, education and demonstration projects focused on increasing the adoption of efficient crop nutrient and irrigation management practices and technologies; evaluating challenges and barriers to adoption of management practices; the role of organic input materials in soil nutrient management; demonstrating and/or validating management practices that optimize nutrient and/or irrigation water use; filling knowledge gaps for nutrient and irrigation management in specific crops; understanding nutrient movement from the root zone; and mitigation strategies to reduce nutrient losses.  California’s agricultural communities are diverse, and many have historically lacked access to resources and information needed to successfully run their businesses. Thus, CDFA encourages projects that include demonstrable benefits for socially disadvantaged farmers and farmworkers. Socially disadvantaged groups include those whose members have been subjected to racial, ethnic, or gender discrimination.  Applicants are invited to submit pre-proposals to FREP by Monday, December 16, 2024. Pre-proposals submitted should be aligned with at least one of the identified priority research areas and use the provided pre-proposal template. 2025 Fertilizer Research and Education Program Grant Cycle

Proposals may focus on research and/or education projects to enhance control measures of vertebrate pests that pose a significant threat to the welfare of state’s agricultural economy, infrastructure, environment, and the public.  CDFA does not support proprietary product development projects.  Proposals that originate from outside of California are considered if the proposal includes relevance to vertebrate pest concerns within California.  Proposals that include other sources of funding are strongly encouraged and welcomed.    

Vertebrate Pest Control Research Program

Senate Bill 153, Chapter 38, Statutes of 2024, Section 114 of the Education Omnibus Budget Trailer Bill for the 2024–25 California State Budget appropriated the sum of $20 million to allocate to one or more COEs or a consortium of COEs to partner with the California Mathematics Project to develop and deliver educator training, including the training of mathematics coaches, and provide resources to educators on delivering high-quality mathematics instruction to K–12 pupils throughout the state, pursuant to the 2023 Mathematics Framework. This full amount will be awarded to a Lead COE who may serve individually or as the lead of a COE-led consortium to support grades K–12, inclusive, statewide. The Lead COE will further coordinate with the entities awarded funding pursuant to Section 53 of Chapter 571 of the Statutes of 2022 (the California Early Math Initiative, Count Play Explore, and the Math, Science, Computer Science Professional Learning Grant administered by the California Department of Education) and pursuant to Section 43 of Chapter 252 of the Statutes of 2021 (the Learning Acceleration System Grant administered by the California Collaborative for Educational Excellence) to reduce the duplication of effort and provide coordinated, streamlined access to mathematics professional development and resources.

Mathematics Professional Learning Partnership

The California Department of Food and Agriculture (CDFA) is pleased to announce a competitive solicitation process to award grants under the Pet Lover’s Spay and Neuter Grant Program. CDFA anticipates that up to $500,000 will be awarded to projects that help provide spay/neuter services to alleviate pet overpopulation. Individual grant award amounts can range from $25,000 to $50,000. CDFA reserves the right to offer an award amount different than the amount requested. Applicant organizations may only submit one grant proposal to the Pet Lover’s Spay and Neuter Grant Program.  This program is funded by the following sources:• Pet Lover’s License Plate Program: Fees associated with the original purchase,annual renewal, and conversion of Pet Lover’s license plates from the CaliforniaDepartment of Motor Vehicles.• Prevention of Animal Homelessness and Cruelty Voluntary Tax ContributionFund: Contributions provided by California individuals in excess of their taxliability when filing their annual tax returns.  To be eligible, an organization must be a veterinary facility, operated by a licensee manager. Both the facility and the manager must be registered and in good standing with the Veterinary Medical Board. The veterinary facility must be operated by either:  - A California city or county animal control facility that provides spay and neuter services to the public; or,  - A California non-profit 501(c)(3) organization holding a municipal contract for animal control service; or,  - A California non-profit 501(c)(3) organization that offers low-cost or no-cost spay and neuter services and is registered and in good standing with the Secretary of State.  A city, county, or city and county animal control agency or nonprofit shelter holding a municipal contract that offers spay and neuter services for dogs and cats owned by individual members of the public is required to be current on its yearly rabies reporting requirements to the California Department of Public Health, Veterinary Public Health Section.

2025 Pet Lover's Spay and Neuter Grant Program

For the 2025 CNIP Expansion – WIC, WIC FMNP and SFMNP, CDFA is seeking project proposals from qualified entities to support nutrition incentive shoppers and/or to distribute nutrition incentives to shoppers using a) WIC fruit and vegetable benefits, b) WIC FMNP, and/or c) SFMNP benefits to purchase California-grown fresh fruits and vegetables at authorized Certified Farmers’ Markets. Qualified shoppers should be able to receive the incentive at the time of purchase. Projects that reach low-access areas and low-income populations, particularly communities where a large proportion of the population is eligible for nutrition benefits (such as CalFresh, WIC, SFMNP) and experiences high rates of diet-related diseases, will be prioritized.

2025 CNIP Expansion – WIC, WIC Farmers’ Market Nutrition Program and Senior Farmers’ Market Nutrition Program

The Employment Development Department (EDD), on behalf of the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1 million from the Workforce Innovation and Opportunity Act (WIOA) Governor’s Discretionary Fund for the FAP TA DE PY 24-25. The inaugural FAP TA SFP was released in PY 23-24 on March 14, 2024.  This grant aims to increase equity and improve outcomes for adult farmworkers facing significant barriers to employment and education by providing technical assistance, training, guidance, and support to program awardees in their development of successful FAPs. In support of this goal the grantee will disseminate lessons learned and provide recommendations to state policy makers and a broader workforce development community, which includes education entities, WIOA practitioners, Community-based organizations (CBOs), non-profits, and other entities that provide public benefits and services. Applicants are expected to base their overall approach on best practice models for skills training and career advancement, including the Integrated Education and Training (IET) model and advance the work in this space by providing ongoing TA and conducting DE for continuous program improvement. The TA DE awardee will work in close coordination with (1) FAP program awardees, (2) EDD project managers, and (3) all other relevant stakeholders to conduct ongoing TA and to complete a DE. In this context, the FAP TA DE awardee will gather insights through data and situational analysis, ongoing coaching, and communities of practice (CoP) to evaluate program service models and help ensure programs are best positioned for long-term success and sustainability.     Applicants for the FAP TA DE PY 24-25 grant must be organizations with the capacity, relationships, and expertise to deliver the necessary TA services statewide. Proposals will be accepted from Community Colleges and Institutions of Higher Education, Adult Education Providers, Education and Training Providers, County social service agencies, Community-Based Organizations (CBOs), Non-Profit Organizations, Labor Organizations, and Workforce Intermediaries. Farmworker Advancement Program (FAP) Technical Assistance (TA) and Developmental Evaluation (DE) Solicitation for Proposals (SFP) for Program Year 2024-25 (PY 24-25)

EVC RAA is an initiative to repair or replace non-operational EV chargers to improve the reliability of existing EV charging infrastructure. By addressing reliability and accessibility challenges, the EVC RAA Program aims to spur wider adoption of EVs.   In January 2024, the FHWA awarded the California Department of Transportation (Caltrans) $63.7 million in one-time funding through EVC RAA. The CEC is partnering with Caltrans to implement and administer California’s EVC RAA program. In total, the CEC estimates a minimum of 1,302 ports will be repaired, replaced, or added to meet the federal NEVI standards across California through this solicitation.

California’s Electric Vehicle Charger Reliability and Accessibility Accelerator (EVC RAA) Program

The awarded FAP PY 24-25 programs will position farmworkers to obtain access to good-quality jobs  including jobs that pay family sustaining wages, offer benefits, have predictable hours, opportunities for career advancement, and worker voice. Projects will also provide wrap-around support and resources to build skills to prevent job loss and lay the foundation for upward mobility. Funded programs will assist with referrals to health, housing, educational resources, and career and financial coaching.  This SFP is for two funding tracks to support Farmworker Advancement Program efforts. For Track #1, funding is available for programs demonstrating a track record of workforce outcomes. EDD estimates 5-7 awards. Track #2 programs will support the design, development, and early implementation for emerging programs and new program concepts. EDD estimates 5-8 awards. Only one application per organization per track will be accepted.  Applicants for Track #1 funding must demonstrate the ability to leverage at least 20 percent of their budget with leveraged resources from other sources.  Applicants are encouraged to leverage human capital, and utilize other resources to maximize the project's success. Applicants for Track #2 funding are not required to leverage resources.  Proposals must be received by 3 p.m. PST on December 9, 2024. Farmworkers Advancement Program (FAP) Grant for Program Year 2024-25 (PY 24-25)

The fundamental goal of the Program is to provide infrastructure and start-up costs related to a deposit-return system for glass reusable containers in the Beverage Container Recycling Program.  The goal of the Program is to create a reusable glass beverage container processing stream within California to support a circular economy.  Eligible applicants include:  ·Local governments (cities, counties, or cities and counties) as defined in Public Resources Code section 30109.  ·Nonprofit organizations.  ·Qualifying Tribal Entities.  ·Private, for-profit entities.  Eligible projects include:  Infrastructure costs and start-up costs related to setting up a deposit-return system for glass California CRV reusable beverage containers.  Eligible costs and activities will be described in the application documents.  Proposed eligible costs may include:  ·Equipment related to setting up a reusable glass bottle deposit-return system (e.g., new bottle washer [parts/components for the system], forklift, office equipment).  ·Software technology related to the project.  ·Supplies and materials related to setting up a reusable glass bottle deposit-return system (e.g., collection bins, shelving, racks, or storage for reusable products).  ·Personnel directly related to the project (limited to 10% of the total request amount excluding equipment).  ·Training for grantees’ employees on new equipment and certifications needed to implement the project.  ·Construction, renovation, or expansion costs of facilities connected to installation and/or retrofitting of the equipment at the location.   ·Outreach and education activities related to the project.

The Sustainable Agricultural Lands Conservation Program supports the state’s greenhouse gas (GHG) emission goals by making strategic investments to protect agricultural lands. Sustainable Agricultural Lands Conservation Planning Grants support the development and implementation of plans for the protection of agricultural land at risk of conversion to non-agricultural uses, maintaining the economic viability of the region’s agricultural lands, and developing the economic viability of regional food systems and infrastructure to support the production, aggregation, processing and distribution of agricultural products.  

2023-24 (Round 10) Sustainable Agricultural Lands Conservation Program (SALC) Land Use Planning Grants

The Sustainable Agricultural Lands Conservation Program (SALC) supports the state’s greenhouse gas (GHG) emission goals by making strategic investments to protect agricultural lands. Agricultural Conservation Acquisitions provide funding to leverage the protection of strategically located, highly productive, and critically threatened agricultural land, via the purchase of permanent agricultural conservation easements and fee title purchases.                        

2023-24 (Round 10) Sustainable Agricultural Lands Conservation Program (SALC) Agricultural Conservation Acquisition Grants

Funds available for this solicitation are only for ports listed on the Federal Highway Administration’s (FHWA) Final List and Final List Addendum of Non-Operational Chargers.   

GFO-24-603 – California’s Electric Vehicle Charger Reliability and Accessibility Accelerator (EVC RAA) Program

Under this NOFA, CDBG funds are provided as grants to Non-Entitlement Units of Local Government for projects and programs that will reduce disparities and increase racial and socioeconomical equity in their communities.  All CDBG activities must meet the National Objective of benefiting low- and moderate-income persons.  The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Low- and Moderate-Income (LMI) persons, families, households, and neighborhoods.  Applicants must meet one of the following requirements when the application is submitted to be eligible for funding under this NOFA: -An eligible Applicant may apply on its own behalf -An eligible Applicant may apply on behalf of one or more other eligible Applicants -Two or more eligible Applicants, which share a program, may submit a joint application -An eligible Applicant may apply on behalf of an eligible subrecipient including a non-federally recognized Tribe or nonprofit.  In addition to Activity and application limits identified in the NOFA, an eligible Applicant may apply for activities in service areas within or outside of the Applicant's Jurisdiction when the Applicant is applying for funds set aside by the California State Legislative for non- federally recognized Tribes (HSC §50831) and/or Colonias.

Cost Share for Federal Clean Energy Funding Opportunities-EPIC Program

The Wolf-Livestock Compensation Grant Program has three “prongs”, or potential grant opportunities, for eligible applicants: direct loss compensation, nonlethal deterrent methods support, and indirect loss compensation.   This grant opportunity involves the first prong, direct loss compensation, in which producers can be compensated for direct livestock loss (death, injury) due to confirmed or probable wolf depredation.  Wolf depredation is determined during an investigation and documented by CDFW on a Livestock Loss Determination form.   Each reported depredation incident is unique and requires a case-by-case analysis of the evidence, context, and other factors that inform the determination process. CDFW strives to conduct investigations as soon as reasonably possible to preserve physical evidence and gather information from producers and potential eyewitnesses.  Wolf depredation is “confirmed” when there is physical evidence that an animal was injured or killed by a wolf and “probable” when there is sufficient evidence to suggest wolf predation (e.g., evidence of predation and evidence that wolves were likely present at the time of injury or death), but not enough evidence to confirm it.   Upon issuance of compensation for a direct loss, producers will be expected to consult with the Department to evaluate and implement a deterrent strategy that may be beneficial in reducing wolf-livestock conflict. The deterrent tools and/or actions implemented as part of this strategy may be eligible for compensation under the program’s second prong, if and when sufficient funds are available.
